The National Aeronautics and Space Administration (NASA) has issued a job announcement for the Director of Analysis Division - Office of Procurement position. Clarification from the agency

The area of consideration for this position is all groups of qualified individuals within the civil service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. A person is considered to be in the civil service only if occupying a civil service position at the time of application.

Duties

This position reports to the Deputy Assistant Administrator for Procurement. The responsibilities of the Director of Analysis Division - Office of Procurement include career development and training, internal controls, IT procurement system and tools, procurement management reviews, and analysis of procurement metrics and information obtained from the Procurement Management Reviews. In addition, performs data and analysis management supporting the Chief Acquisition Officer/Deputy Chief Acquisition Officer and coordinates closely with the Chief Program Management Officer to assess and evaluate data supporting NASA program efficiencies and effectiveness.


Specifically, directs activities in:

* Identifying problem areas (such as eBiz systems, IT tools, and data), areas of opportunity, and developing innovative new acquisition techniques and policies to effectively address those areas;


* Conducting necessary coordination with other Government agencies, to assure that advanced concepts and techniques which may be used effectively in NASA activities are incorporated in policies developed;


* Working independently or drawing upon experts from NASA Centers to assure Center experience is reflected in these policies; - Managing NASA's program to transition the agency to electronic commerce.


* Implementing and managing the Agency's transition to a robust centrally-managed virtual pricing capability supporting the entire procurement enterprise. Incumbent directs preparation of position papers responding to congressional inquiries in acquisition initiative areas.


In addition:

* Reviews, researches, and replies to audit reports issued on procurement practices and procedures by General Accounting Office, and Inspector General.


* Provides reports to Office of Management and Budget on procurement data and acquisition workforce initiatives and accomplishments.


* Directs an integrated Agency-wide program of statistical reporting and analysis of NASA contracts, grants and cooperative agreements with business, non-profit and educational institutions.


* Manages on-line procurement portals such as procurement library and knowledge management sites.


Serves as Agency procurement expert on Office of Federal Procurement Policy and Federal Acquisition Institute inter-agency committees in developing new Government-wide approaches and improvements to the procurement process, and is also the principal Headquarters procurement contact responsible for maintaining communications and coordination with installation procurement offices, other functional offices, and other Government agencies for electronic business and data analysis.

The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.

Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.

Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.

Successful completion of pre-employment and random drug testing may be required.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.


To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.


If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST address the MTQs, but do not need to address the ECQs.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience in directing and leading procurement personnel, managing acquisition operations, and providing strategic enterprise leadership including leveraging interagency collaboration and solving complex problems. Ability to operationalize varying data inputs to develop strategies, improve operational results, support key strategic decision making, inform regulatory activities, and enable mission success.


MTQ 2- Experience leading enterprise-wide process improvement to incorporate the use of data in business processes and decision making and/or procurement-related activities, including developing and enhancing data analytic capabilities, electronic business platforms, and deployment of data visualization tools.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.


Acquisition Certification: To be eligible for this position, your resume MUST state whether you currently or previously had a Federal Acquisition Certification. Applicants must possess or be able to fulfill the requirements for the Federal Acquisition Certification-Contracting (FAC-C) Level 3 or Department of Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certification.
